Lots of roses but defoliated leaves

Itś hard to be sure without a picture, but I think itś early for Japanese beetles in the Northeast. Could it be sawfly? Have you been seeing any larvae? Here is what they look like and what the damage looks like.

I looked at the leaves, what's left of them and there is a small black worm encased in a sort of milky film on the underside of one leaf. Thank you for your reply!
