Fall clean up

I’m in my yearly debate with myself on how much to clean up my perennial beds. I know the latest knowledge is that insects overwinter in plant stems and that it’s best to leave leaves, but I can’t deal with a full out untouched garden. I do rake my leaves into the beds, but in order to  do that effectively, I can’t leave tall stems to work around! My thinking is if I cut stems and pile them under trees out of the way, they can still be of use to bugs. I’m not actually sure that’s true. What does everyone do? Are you leaving stems?
