this tree looses its leaves from september to january

this tree loses its leaves from about september to january and it makes such a mess in the yard and gardens, blocks my gutters and downpipes every year. the tree is about 10 to 12 metres fully grown. the leaves turn brown and fall off and they do not break down easy.they regrow and stay green until the next year and it starts again.

i need to know if it is a notious weed or can it cause allergies? thanks kelzok
