Is this some kind of thistle?

I would be grateful for an ID on this pic. I have 3 which have appeared in a wild section of the garden. The leaves are flat covered in a downy white fluff and have spikes along the edges. The leaves are about 3ft by 8inches. the tallest plant is at least 3ft 6inches and the other two are a bit smaller. The spread is about 4ft.The flower heads are covered in down tucked inside the topmost leaves and look like a thistle to me. I have never seen a thistle like this. Should I take them out before they go to seed?  Any info much appreciated.
